If I understand correctly, you are unable to make a phone call on your Apple Watch. If you have an Apple Watch with cellular capabilities, make sure your iPhone is turned on and connected to Wi-Fi or cellular data when trying to make phone calls, and here is more info:

If you don't have an Apple Watch with cellular capabilities, please make sure you have Wi-Fi calling enabled on your iPhone and you have added your Apple Watch for Wi-Fi calling with the steps in this Apple resource:
