Talked to Apple Support, to remove Activation Lock, went through entire process but I'm unable to upload purchase receipt, actually it had a check mark that it uploaded but would not SEND jpg with my purchase receipt?

Customer Support did help me and I was finally able to upload my receipt and unlock my phone.
