I am trying to purchase more storage and it will not accept my debit card

Apple doesn't accept all debit cards, in some areas they do not accept them at all, and they don't accept them for all services. If you are trying in increase your iCloud storage iTunes would have nothing to do with that. And you do realize this will not give you more storage on your iPhone?
