Everytime I try to make a in app purchase it keeps on stating to, try a different payment method, change my internet connection and restart my game/ device why does it keep on saying this?

Do you have a valid credit card tied to your Apple ID? One that is issued in the country of the Apple Store you use?
Yes, that would be the way. If you can't use it as is clear from the error message, you'll need to contact iTunes Support for help. You can use the Contact Support at the top right of this page.
