Can I clone everything on my iPhone 8 to a brand new iPad Mini-5?

You can restore the iPad Mini to a backup of your iPhone. Make sure you use an iCloud backup, or an encrypted iTunes backup if you want all content.
Music is synced from your iTunes library. That should be on your computer, unless you are using Apple Music.
You create a backup of the iPhone, and then restore the iPad from that backup. It doesn't mean the iPad is not new, Restore is what you call it when you make the iPad from the backup of another device. See this, Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
The iPad Mini-5 in brand new. Why would I have to restore?
