iCloud

Question: Cannot delete contacts

iPhone X: iOS 13.3.1

PC with Windows 10 Pro

iCloud for Desktop: 7.16

Browser: Chrome

(But I don't think much of that matters...)

All I want to do is delete all contacts and start fresh.

I tried:

Deleting one contact from iCloud.com
Deleting multiple contacts from iCloud.com
Selecting all contacts and deleting them all
Deleting individual contact from iPhone

No matter what I do, all contacts are still there in iCloud, if I log out and back in (or simply refresh) they all come back.

I tried multiple browsers and multiple computers (just so nobody asks me to do that, but clearly this is a server side problem).

I tried calling Apple support at 8.20 AM, but they say to call back after 8 AM...

I never get help help here, but I am fresh out of ideas, so I am hoping somebody will have some useful feedback for me.

Update:

I spoke with Apple support, but they refused to help. The guy insisted that some port must be closed by my firewall and this causes the problem. So I am left to my own devices. The one interesting (yet puzzling) thing he mentioned is that he sees no contacts on his end, while I see 300+ in iCloud... So bugs galore!

I realized that if I try to make a change to any of the zombie contacts, I get an error:

Your changes to this contact couldn’t be saved because it was just updated by another device.

So this prompted me to go to "Manage your Apple ID" where I confirmed that I only have 2 devices signed in: my iPhone and my PC. So I turned them both off completely and used a my laptop (not synced, no desktop iCloud) to go delete/edit accounts from iCloud.com and... you guessed: the problem is still there.

I found threads both on MS and Apple forums of a lot of people infuriated by this issue, but no solution.

So, again... if anybody has any familiarity with this, that would be greatly appreciated!
