I assume by "repair" the Photos library you mean you were instructed to hold the OPTION and COMMAND keys while clicking on the Photos app and told it to Repair the library? (Because trying anything else, like a third party program would probably cause many issues with the Photos Library structure. Not a good idea.)

You can try holding the OPTION key while you click on the Photos app icon and see if it finds the actual library file and tell the program to open that library. Or you can do a search in Finder to see where the actual Photos Library is stored - generally in the Photos folder in Finder, but many people have it in different locations like an external drive - and click on the Library file to see if it opens.

What were you using to scan the photos? Normally one would scan and save to somewhere on the hard drive and import from there. None of the scanning software I'm familiar with can scan directly into a Photos library.

What happens when you try to open the library? Do you get a message? What is it exactly? Have you tried repairing it a second time?

Do you have the iCloud Library enabled in your library?

when I go into photos, they say the file is unavailable or is corrupted. I did find another photo library on Pictures, but over 3000 of my Photos are missing. I also found an iPhoto with a lot of my pictures but only about 3000 pictures there I have about 6000 pictures. also I am able to scan to pictures and open in the new photo library. Is it possible to move the pictures and videos from iPhoto to the new Photo library. I know this is a lot of stuff, but I'm confused and need help

If you drag your iPhoto library onto the Photos icon in the Dock it will migrate the photos and videos to a new Photos library.

If you have more than one Photos libraries you can merge them with the paid version of PowerPhotosThese Help pages from PowerPhotos describes how:

• Copying between Photos libraries
Copying albums and moments
Copying individual photos
Importing new photos into a library
Merging libraries
Previewing your copying
Handling duplicates when copying
Copying limitations
Copying and merging with iCloud Photos
Moving photos instead of copying Log files
