She has the wrong Apple ID associated with her iPad and can’t get into it. How can I clear it so she can start over?

She is probably encountering Activation Lock a theft prevention feature. The Apple ID and Password of the original person who set up the iPad is required. If she cannot remember that info, she may present Apple with the original receipt clearly showing the serial number of the device. Since the Apple Stores are closed, you might click on Contact Support at top right of any forum page to learn how they are handling such cases during the present crisis.
