Question: iPhone SE system storage won't go down

I have an iPhone SE, iOS 12.1.4 with a system storage of almost 25GB. I tried restarting it, but the system storage is still 25GB. I have also tried connecting it to my Macbook Air using the lightning USB cable (macOS Catalina Version 10.15.4) and then clicked on it in the "Locations" tab in the finder, and then let it sit. The system storage is still at 25GB. Can someone help me get the system storage down?

Thank you for the reply.. but I have specifically stated that my system storage is 25GB and I am trying to reduce only that. I used to be able to reduce it maybe a year ago with my MacBook Air by connecting the iPhone to the iTunes on Mac and letting it sync. It usually goes down significantly, like around 10GB. I don't have any storage capacity issues with the rest of the files in my iPhone, they barely take up anything. It is the system storage which I wish I can reduce.
