I understand your frustration. You say you have your Apple ID/Password. Are you unable to sign in at Apple ID: Your Account for Everything Apple https://appleid.apple.com/#!&page=signin to reset your security questions? If not then, that is your main problem. Also, I said above "if you want to contact Apple support to discuss an extenuating circumstance, see these support options: You still can do so even if you don't have one of the example extenuating circumstances I posted. Good luck. Be safe.
But why the function reset questions isn t available, i can t active activation in two steps, because i need to answer to questions...
Apple should can reset the security questions on mail or number phone.
But how its posibil that apple says "we dont have sufficient information" i have the account & passoword & email, why cannot reset questions to my email and thats all.
Or let me to activate two factor on my phone number
