Have you recently cleared the history or only been browsing in a private tab? If so, this could be the reason this option is greyed out. ‘The setting might also be gray if you have web content restrictions set up under Content & Privacy Restrictions in Screen Time.’

If neither of these seem to be causing the issue, open Safari and tap on the open book icon at the bottom of the page. Tap on the clock icon at the top to bring up your History. There should be an option to Clear at the bottom. Try using that as well.
