Creat section is grey so cannot get page numbers

What connection do you see between not being able to create a new Section and not being able to 'get' page numbers?

The actions are independent of each other if done via the Inser menu..

The 1 to the left of the menu is the result of the menu choice shown.

Can you provide some details regarding the issue?
