Hi, I recently brought a new phone and set up a new Apple ID, but when I replaced it with a new one I used my old Apple ID to log in. Now when I want an app, it restricts me as I don't know the password to the old Apple ID and that's why I replaced it. If I log out of the old ID and into the new one won't I lose photos and contacts? Can I merge the two ID's?

One option is to delete the apps/purchases made by the other ID and download them using the new ID if desired. If necessary, check your purchases history to see which apps/purchases weren’t made by the current ID.
Or you can try to set up Family Sharing to keep access to your purchases.
