Why is repair fee so expensive?

A few days ago, my phone decided to shut down without turning back on. Every time I try to turn it on, the initial Apple logo keeps flashing without showing any indication that it will turn on ever again. I reached out to one of the Apple advisors over the chat and they quoted me a crazy $1000 for a repair fee, which is the same as purchasing a new phone.

I've looked elsewhere and it said that the repair fee is around $599. That 1k sounds absurd to me, but why is this the case? Are there any other alternatives I could take for a more affordable price range?

If your iPhone is stuck on the Apple logo - Apple Support

If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support

Force restart iPhone - Apple Support... ⬅︎⬅︎⬅︎ try this first...

Press and quickly release the volume up button.
Press and quickly release the volume down button.
Press and hold the side button.
When the Apple logo appears, release the button.

Yep, I chatted over Apple website's official support and they gave me this payment quote for mail-in repair.

By Apple "advisors" did you take your iPhone into an Apple Store, an Apple Authorized Service Provider, or contacted Apple Support directly to get this quote? I ask as Apple typically will not provide you with a quote over the phone ... and the repair costs would be based on a number of factors, that include:

Whether or not it was still under the 1-year hardware warranty and was determined to be a manufacturing defect.
Whether or not, it still had an active AppleCare+ plan associated with it.
The actual defects or damage found upon physically having access to the iPhone.
Where you are located and what Apple services are provided there.
