The POP up blocker is enabled in my iPhone 11, but the option itself is disabled/greyed out not letting me turn it off.. how do i disable the popup blocker

You may have a setting in Screen Time that locks the control for disabling apps. Or, if it is a company phone, your IT department may have restricted it.
