iPad Pro as a hotspot?
If I purchase an iPad Pro 12.9 with T Mobile Cellular Service, will I be able to use it has a hotspot, like one would use a iphone as a wireless hotspot?

iPad supports creation of a WiFi hotspot - however, like you iPhone, your chosen carrier plan must support the hotspot feature.
As such, the iPad is technically capable, but you’ll need to check with your Cellular Carrier.

So, I’ll reword the question.
Is anyone successfully using an LTE enabled iPad on T-Mobile’s network able to use that iPad as a Wireless Hotspot for other devices? or for USB tethering? Or for bluetooth tethering?
And how about the same question for AT&T, Verizon or other carriers?

So, I’ll reword the answer...
T-Mobile: Check with the Carrier that tethering/hotspot features are available for your chosen Cellular plan. The same applies to the other Carriers on your list on candidates (or any others).
If hotspot/tethering is supported by the Cellular plan/SIM, the feature can be used by any WiFi device, or over USB or Bluetooth.
Technically, all these connection methods are supported by the iPad.
