My mother in law passed away a few years ago. We were just going through some of her belongings again and found her Apple Watch. When we found it after she passed, I didn't go through the steps of resetting it with her ID and passcode etc and forgot about it until now. I don't know her password and Apple ID obviously doesn't exist so can't even try to retrieve it through iforgot. Does anyone have any suggestions??

Yes, it's useless at this point. Without the access to her Apple ID, there is no way to turn off Activation Lock, which means that you cannot use the watch.
If by chance you have her original purchase receipt with the watch's serial number, a certified death certificate and a court order requesting Apple release the Activation Lock, then Apple may help you recover use of the watch.
