iPhone 6s update problem

I uploaded my iPhone 7s last night to IOS 13 and it has sat on this screen since yesterday if I turn it off and back on it will say unlock phone to start update and then will do this over and over what do I do?

If you were trying to update over the air, see this, If your iPhone, iPad or iPod touch won’t update - Apple Support If you still experience a problem, then connect the iPhone to the computer and the latest version of iTunes and update that way.

We have done this and we have spoken to a member over the phone and they told us step by step what to do but unfortunately hasn’t worked, my computer gives me the option to restore of update and have tried both but no luck
