I uploaded my iPhone 7s last night to IOS 13 and it has sat on this screen since yesterday if I turn it off and back on it will say unlock phone to start update and then will do this over and over what do I do?

We have done this and we have spoken to a member over the phone and they told us step by step what to do but unfortunately hasn’t worked, my computer gives me the option to restore of update and have tried both but no luck
And what is the EXACT error message when you attempt to restore iOS using iTunes?
I am currently trying to update it on my laptop will let you know once completed this is what my phone has been doing since 3:30 yesterday
