This does not download. Accessing it in Terminal produces an http 403 error, which means 'The server understood the request, but is refusing to authorize it.' You will need to take this up with Podomatic.

Hi Rogers. "Allow Download" was properly set, but still did not work. I took the file out and uploaded again and it worked. Regards.
