How can I update my iPod Touch to the latest version? I've tried plugging it into a computer that has iTunes (latest version) and tried to update it through the iPod Settings but will not update. What do I do?

It cannot be updated beyond that.

From what you are saying it looks like you have an iPod Touch 4th Gen and that can only run up to iOS 6.1.6, if iOS 6.1.6 is installed then you are up to date for your model.
