Apple pay

Hello I cannot get my apple pay working. I have added my bank card to my account and tried to go to the wallet.. but as in my sisters phone there is no + mark to add my card there. Screenshot from the wallet

Settings > General > Language & Region > [Region] What is the country?

There are many countries where Apple Pay is not supported yet.
