Check your Apple ID device list (https://support.apple.com/en-us/HT205064) and remove any device that shouldn't be signed in using the steps in the link.

If there are none that shouldn’t be signed in, then you should not have a problem at this point. But, if an unauthorized device signed in, Change your Apple ID password https://support.apple.com/en-us/HT201355

Here is What to do after you change your Apple ID or password https://support.apple.com/en-us/HT204071

Why Hacked?:

What makes you suspect that your iPhone has been hacked? More information would help.

Malwarebytes for iPhone:

Try Downloading Malwarebytes for iPhone. The free version provides “Ad Blocking” and “Text Message Filtering”. (The last two items in the second image shown here):

Contact Apple Support:

As for purchase refunds, you need to contact Apple Support. We are not Apple here. This is a User-to-User forum.

So, Try what Eric Root mentioned above.

If that if of no success, then follow through with contacting Apple Support. Go Here: Request a refund for apps or content that you bought from Apple

For Financial Assistance, contact Apple Support. These are user-to-user forums. We are not Apple.  Apple barely reads these site on their own time, as it is. Here is the information for contacting Apple Support:

For Note:

I've Just Submitted a Request:

In fact, there was a glitch in a purchase I just made, and I had to call Apple Support - I did - and the refund was submitted by the Apple Rep on their end. I'm told it may take up to 48 hours to it get through to the proper team, and up to 30 days for the purchase to be successfully refunded. So, if a refund is what you want, it may take some time. Just note that. :)
