Startup Disk Full? HELP!!!

My photos library on my computer is 48 GB which is fine but there is an additional library on my Home that says I have an additional 20.96GB worth of storage. I checked the sub folders and here is where most of the data lies. I want to know if I can delete these without doing harm to my computer or photos library?

Your Users -> your name -> Pictures folder is where your Photos, Photo library is managed.

if you are backing up to iCloud using the iCloud System Preferences, you have inadvertently made the photo files actually reside in the Cloud, especially if you are paying Apple for their iCloud services to store information and the System Preferences say that photos are being stored. The iCloud icon with an arrow is indication information is only stored on the Cloud. I would have an Apple expert look at your setup to make sure you know where files actually are residing.

Backup all data two at least two separate distinct locations.
