What macOS are you running?
Try grabbing by the gray header section on the top and move the whole window.
If that doesn’t help, go to Apple > System Preferences > Mission Control > uncheck all of the boxes and see if that gives you more control over the window panel placements.
No, this can be done on any old Mac. The user guide (Catalina)says "To make adjacent windows the same size, drag the edge you want to resize — as it nears the edge of the adjacent window, it aligns with the edge and stops" This doesn't happen for me
Grab the bottom, side or bottom corner with your curser and drag the window panel to the desired size.
