My IPAD MINI 4 will not download software upgrade IPadOS 13.4.1. I also cannot access the APP Store. I use public wifi as we do not have reliable home sevice where i live. Thank you for any advice.

That’s probably it, the public wifi.
Sometimes they limit the size of downloads or can have their firewall block things (think about it from their POV, if they provide wifi and a user downloads something ‘wrong’, they get the nasty gram from their provider)
They can also have size limits on downloads to keep bandwidth available for more people.
Do you perhaps have a friend that has wifi you can use? Or another hotspot?

You can’t. IDevices will only install the latest signed software update. All iterations of iOS12 have not been valid for installation in about a year. It’s 13.5.1 or nothing.
Thank you for the reply, I hate to ask a neighbor to use thier personal wi fi for fear of infeccting their system w/ a bug my Ipad may have picked from public wifi. I'll try a Hot Spot when the local library reopens.
