Why are photos taking up space in iCloud with iCloud photos disabled?
Photos is taking up so much of my iCloud space. I thought turning iCloud Photos off would get rid of the space it is taking up. My Photo Stream is turned off too.

It's understandable to want to know why space is being taken by photos when your iCloud settings seem to all be disabled. I can offer a few suggestions that may help you get to the root cause of the issue, and hopefully find a solution.
First, from a computer, go to www.iCloud.com and sign in with your Apple ID and password. Once signed in, check to see what Photos (if any) are showing up linked to your iCloud account.
If needed, you can also look to Manage your iCloud storage, or more specifically you can look to Manage your photo and video storage.
