cannot update apple watch

I have an apple watch 2 and iphone 10S. My apple watch is at version 6.1.3. I have followed the steps to restart both phone and watch, delete version of update that won't install, etc. and have tried about 4 times to update my watch. The update downloads, verifies and when when I select install it either says cannot install update, cannot find watch, etc. The watch is on it's charger, phone plugged in laying right beside it. When I use my watch, my phone communicates with it.

How can I get it to update?
