how to unlock an iphone8 stuck in voice over

84 year old father has an iphone 8 that is locked in voice over. Unable to use the passcode to open it. Unable to power off, slide off button will not work; however it did call the police.

Hey Siri will not respond to his voice nor will holding down the home button.

What else do we do?????? HELP please
