Why won’t my new Apple iPhone 7 download the latest updates for my carrier? It’s a cricket Sim card that I’m trying to use in this new phone. Also, it isn’t letting me download the latest updates for the software itself. It showing that the latest update is already current when I know that is not.

As far as carrier's settings update, contact your carrier and explain your problem. They should be able to help you.
As far as iOS update, what's your current version? (Settings>General>About>Software Version).
