Hi, bit confused. I’m getting the new iPhone SE which ships with IOS 13.4. I want to transfer my data from my old phone running IOS 13.4.1. from an iCloud backup. Should I set my new phone up as a new device, then update to the latest IOS and then erase all content ? Then do the data transfer from my iCloud backup

Your devices don’t actually have to be on the same software for quick start to work. Just in iOS 11 or newer. Just make sure that before transferring any data, you have fully backed up your device.
