Assuming that both your iPad and iPhone are logged-in to iCloud with the same AppleID:
On your iPhone:
Settings > Messages > Text Message Forwarding - explicitly enable for your iPad.
Optionally, to save messages to iCloud, on both your iPhone and iPad:
Settings > [Your Name / AppleID] > iCloud > Messages - set to ON
