Ipad mini

my ipad mini locked up and I had to reset it but it won't talk to iTunes and gives an error code of

OxEoooooA how can I make it work

OXE8000065 i forgot my passcode for an older iPad i have. trying to restore it. it erased all my content so when i try to set it up keeps saying to update to newest version. so when i try to connect to iTunes i keep getting an error code OEX8000065. any help would be greatly appreciated.
