I understand that you are unable to log in to your email account and are getting a message that "This iCloud account has already been added to your iPhone." I would recommend starting with this support article to make sure that Mail is turned on in the iCloud settings.

If you continue to have issues, you can use the instructions here to set up an iCloud email account on your iPhone.
