The Other Apps option is missing from Settings > Face ID & Passcode > Other Apps. I have an iPhone 11 with iOS 13.4.1. Please do not send a link to the Use Face ID on your iPhone or iPad Pro
article because it literally tells you to go to "Settings > Face ID & Passcode and tap Other Apps." Which of course is no longer present.

This option only appears if you have allowed your iPhone to use Face ID with other third party apps. This is an option given in some third party apps as a way of authenticating within the app. Not all apps provided this option.
