I've recently purchased a apple watch series 4 and I'm wondering if I can download music onto the spotify app and connect my AirPods and listen to music without my phone in range as I purchased the cellular watch.

Spotify does not directly support playing music on your Apple Watch, beyond a remote control app for Spotify app on the iPhone.
As Spotify is not an Apple company, you will have to ask Spotify when they will support the Apple Watch.
