Upgrade to family plan

Hi! I recently joined the apple music with free trial for six month. Now i want to upgrade my individual plan to family plan but cant. When i choose family plan i am asked to confirm like i am buying an app from appstore and everything goes ok but i am still on individual plan. I can do that several times an nothing changes. I am the organizer for the family so it should work. Is my problem maybe related that i am on trial period or something else. I live in Croatia and apple music is just recent been avaliable. Please help !!
