I understand you're having issues with setting up Face ID. I'd be glad to help.
Start first by making sure that you are running the most recent software version on your iOS device. As of this writing that is iOS version 13.4.1:
Next, check to make sure that your phone is set on ring and not silent:
How to put your iPhone on vibrate, ring, or silent mode
Then, restart your device:
Afterwards, try enrolling in Face ID once again, for at least a full minute.
