Blocked from retrieving older backups on Time Machine

I just had to do a fresh re-install of Mojave OS (10.14.6). My goal is to retrieve files from an older backup on my Time Machine.

I'm using a WD My Passport for Mac external hard drive.

When I enter Time Machine, the various backups mount from last year. The Time Machine correctly recognises the last date saved. However I cannot advance with the arrows to an older backup to retrieve a file or anything.

Is there a security barrier? Since I re-created my administrator account, do I have to override something?

Any guidance would be most appreciated.

Actually the problem as how I was unlocking my WD Passport for Mac external drive. The way I was doing it wasn't allowing the permissions of the new administrator account to have access to the files on the external drive that were recorded under the old account prior to my re-install.

Time Machine is great when it works, not so much when it doesn't.
