Will iCloud data (files&folders) be downloaded once i sing in into a new macbook laptop

I just format my laptop and installed new fresh macOS Catalina.

I sign in into my icloud and all my data are showing on the desktop.

I am wondering if these are on-demand data or download (3GB) or iCloud always download all data even if i have 20GB into my desktop and documents folders.
