Then I would suggest that her Apple ID has been hacked. See: If you think your Apple ID has been compromised - Apple Support
Because it was entered on a browser on an Apple computer or mobile device at some time in the past. So most likely your mom’s computer or phone was used by a friend or relative to order something.
That would make sense, but unfortunately we don’t even know the name on the auto fill and she’s ordered things 1000 times on her phone and this just popped up on her phone today.
