If you are talking about MMS to non-iOS devices, then you need to first make sure that cellular data is turned on, and if it is, check with your cellular provider to have them check your account. MMS uses cellular data, and it requires an SMS/MMS plan on your account. The cellular provider is responsible for that, and they will have to help you troubleshoot that issue.
