Only Apple or an Apple Authorized Service Provider can say for certain after examining the laptop and running their diagnostics. AFAIK the original one year warranty still applies regardless of the current owner.

OP I seriously would recommend against buying this. For a 2019 MBP and the battery is at 75% sounds like the original owner didn't take very good care of this machine. There's no reason a 7 month old computer should have a battery health of 75% in that short of time.

I would expect that warranty repairs would apply only to the original purchaser, so your vendor should really deal with this before selling it.
