I want to upload photos from a portable hard drive with usb cable to my iCloud Photo Library. Can I do this using an iPad Pro if I get the correct cable?

Thanks

There are two questions here. In order of relevance, (1) connecting an external storage device to iPad - and (2) moving photos between the external drive and the iPad.

Starting with the first, we don’t know which version of iPad Pro you have - this being significant as available connects differ between models

2018 and 2020 models 11” and 12.9” iPad’s Pro have a USB-C connection, whereas all other models of iPad Pro have a Lightning connector. In both cases, you must consider power - as the iPad is unlikely to be able to supply sufficient power to the external storage device.

For 2018 and 2020 models 11” and 12.9” iPad’s Pro with a USB-C connection, you’ll need to connect both the iPad and storage device to a powered USB Hub - with connectors and cables that match the necessary physical connectors.

By contrast, for other models of iPad with a Lightning connector, you will need an Apple to USB 3 Camera Adaptor:

In addition to the Camera Adaptor, you will require a USB Power Adapter (charger) rated at a minimum of 12W (18W recommended) - this must be connected to the Lightning connector on the Camera Adapter.

Now to the second question: Once connected as decribed, you’ll be able to access and move files using the iOS/iPadOS-native Files App.

I hope this information is what you need to resolve your queries.
