What happens if I skip restore iCloud back up while setting up my new iPhone, can I back up later?

Ques. 1 what happens if i skip restore i cloud back up while setting up my new iphone , can i back up later ?

Que . 2 what happens if i sign out of my i cloud account and again sign in ?

You can back-up (store data from the iPhone to the backup file) regardless of whether or not you restore(get data from the backup onto the device) an existing back up. Not restoring it means you won't have all the data in the backup, and you will need to erase the phone and start over if you wish to restore a backup. Which would erase any data you added to the iPhone since you set it up.
the iPhone will ask if you wish to keep the data from iCloud on the device. If you answer yes, it will keep it. If you answer no, it will delete all data that was coming from iCloud from the device. It does not delete anything from iCloud.
1. If you then sign in again, it will ask to merge the now local data with iCloud so any changes may overwrite data on iCloud if you choose to merge.

If i wish to set up my new i phone and while setting up i got a window in which it shows restore data from i cloud but i ignored and start my device as a new iphone just want to confirm after that my i cloud photos will be deleted or not from i cloud and can i use my old watsapp if i had watsp back up in my phone after installing in my new phone will it ask me for i cloud back up for only watsapp.

If you did not restore an iCloud backup, it will not have data from the backup.

If you are using iCloud Photo Library, the photos are not in the backup, so should be available when you sign in to iCloud and turn on iCloud Photos on the new iPhone.

Whatsapp should be able to restore the backup from iCloud when you set it up if one was made. The App data is backed up with the general iCloud backup, but it also independently backs up to iCloud outside of the iCloud backup.
