Be aware that to change your store region, your permanent address and credit card/bank have to be in that region, too. The location of your ISP may also be occasionally checked.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
