You can't turn off a phone from another phone. What exactly is the issue with your granddaughters phone?

If the battery blew up, you need to contact Apple for service. That could be serious and they will tell you what you need to do.

When she plugged in her phone to charge it the battery blew up.. and the phone won’t charge so they told me I have to disable the my I phone

What you were likely told was to turn off Find my iPhone for the damaged phone.
This is how you would do that for a phone which is damaged:
- Sign in to www.iCloud.com with their Apple ID on your home computer
- Go to Find My iPhone.
- Click All Devices at the top of the screen.
- Select the device that you want to remove from iCloud.
- Click Erase [device]. Select Next until the device is erased.
- Click Remove from Account.
