I can’t remove my payment method.

Apple says that I have an active subscription under a card that is declined (I don’t use the card anymore). Because of this I can’t remove the payment, purchase apps, or transfer money to my Apple ID. It also says that I need at least one payment on file for the card, but I’ve used it in the past. Do I need to put money on the card in order to remove it and fix all of these problems or is there something else?
