Apple says that I have an active subscription under a card that is declined (I don’t use the card anymore). Because of this I can’t remove the payment, purchase apps, or transfer money to my Apple ID. It also says that I need at least one payment on file for the card, but I’ve used it in the past. Do I need to put money on the card in order to remove it and fix all of these problems or is there something else?

If you have an active subscription, you are required to have a valid card on file. Even if you add money to the existing card, you won't be able remove it. You need to add money to the card and leave it there to pay for the subscription or add another valid card so that you can remove the existing card.
