I have an external monitor that is connected via an legato dock to a MACbook16 2019 2017 4 port USB-C . When I initially connect the cord from the dock to the MAC Catalina sets the brightness of the Retina display to max even though the setting if for automatically adjust. Each time I connect I need to go in and manually change the brightness setting. same resolves Tony work

As a test did you try connecting directly to your USBC port sans the legato dock— this may be informative.
