IDMS stands for Integrated Database Management System and is what Apple uses for login authentication for all their services.

I am unsure why you would be receiving a charge from this though, unless you have some form of recurring subscription associated with your Apple ID. Head over to See or cancel your subscriptions – Apple Support for some help with subscriptions.
