Can you sign in other places using that ID and password? You are using the ID and password that was used during the set up?

Try a restart.

Restart your iPhone, iPad, or iPod touch         

Try a forced restart.

Reset Device.     

If necessary

Hard reset.        

If unsuccessful, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.

Restore to Factory setting.      

Backup - Restore your device from an iCloud or iTunes backup.

What happens when you try to type it in? Error message(s)?

This happened to me as well

I have quite a few failed attempts at guessing the password for Screen Time and when I do ‘forgot passcode?’ then enter my details it closes the pop up that you type in and seems to have done it but then it adds to the failed attempts and says ‘wait 60 minutes‘

I tried to sign out of my Apple ID then back in but no luck

Have you tried the steps in the article I posted above to reset the Screen Time passcode?

Yes, after step 5 it registers as a failed attempt for entering the password and restarts the timer
